Todd Russ will step into office as the new state treasurer in January after defeating Clark Jolley by a 55.5% margin in the Republican runoff primary.The current state representative (Russ) and former state senator (Jolley) emerged as the top two votegetters from a three-candidate field in the June Republican primary.
